HEU PERSONAL INFORMATION REQUEST FORM

I believe everyone should request this information, regardless of how compliant or dedicated a member they have been. Doing so holds the organization accountable and signals that members expect transparency, fairness, and proper representation should they ever find themselves in need. I anticipate receiving thousands of pages, with the vast majority heavily redacted.

Subject: Formal Demand for Access to All Personal Information under PIPA

Date: March 6, 2025To: HEU Privacy Officer

Dear Privacy Officer,

I am making a formal demand for access to all records and information related to me, in any way, held by HEU (from your start date) to the present day, pursuant to Section 23 of the Personal Information Protection Act (PIPA).


This request demands the full and complete disclosure of all records without redaction, as required by law, including but not limited to:


  1. Internal Emails and Correspondence – Any and all emails, text messages, memos, or correspondence referencing my name, grievances, employment, or any matters concerning my relationship with HEU.
  2. Case Notes and Meeting Minutes – Any documentation of discussions, deliberations, or decisions involving my grievances, complaints, or any other matters concerning me.
  3. Decision-Making Records – Any records detailing the criteria, assessments, or considerations used to determine the handling of my grievances, including whether they should proceed to arbitration.
  4. Employer Communications – Any written or verbal exchanges with the employer regarding my grievances or employment status.
  5. Strategic and Political Considerations – Any records reflecting discussions, strategies, or deliberations where my grievances or employment were evaluated for political, legal, or strategic reasons, including maintaining employer relationships.
  6. Legal Consultation Records – While I do not seek the content of privileged legal advice, I demand records indicating:
    When legal advice was sought.
    The nature of questions posed to legal counsel.
    How legal advice was summarized or interpreted by HEU staff.
    Whether legal advice recommended or opposed advancing my grievances.
  7. All Other Records Pertaining to Me – Any and all additional documentation, including handwritten notes, call logs, and other records where I am referenced in any capacity.

Legal Obligation for Full Disclosure

Under Section 23 of PIPA, I have the legal right to access my personal information in the custody or control of HEU. HEU is legally required to provide full access within 30 days and must not withhold or redact any non-privileged information.If any portion of these records is withheld, I demand a detailed redaction log citing the specific statutory exemption for each redaction, including a justification for why the exemption applies. Any failure to comply with these legal obligations will result in an immediate complaint to the Office of the Information and Privacy Commissioner (OIPC) and further legal action if necessary.

Confirmation of Receipt and Compliance

I expect written confirmation of receipt of this request within seven (7) days and the full disclosure of all requested records within the legally mandated 30-day period. Failure to comply in a timely manner will be viewed as a violation of my statutory rights under PIPA.This is a non-negotiable legal demand. Any attempt to delay, withhold, or manipulate the disclosure of records will be met with immediate escalation.

Request for Full Disclosure on Pay Raise Votes for HEU Leadership

I strongly encourage all members to bring forward a motion at your next local meeting to formally request detailed information from the Provincial Executive regarding the salaries and compensation packages of our union leadership. A request coming directly from the local executive carries significantly more weight than an individual inquiry and is far more likely to receive serious consideration.

By taking this action, we uphold our collective responsibility to demand transparency and accountability in how our dues are being spent.

In addition to the formal local request, I urge each member to submit an individual request as well. To make this easier, a document titled "Request for Full Disclosure on Pay Raise Votes for HEU Leadership" is available for download below. Simply add your name and send it by email.


Subject: March 9, 2025: Request for Full Disclosure on Pay Raise Votes for HEU Leadership.

Dear HEU Provincial Executive,


I am formally requesting full transparency regarding the votes that approved the 28% pay raises for Barb Nederpel, President, and Lynn Bueckert, Secretary-Business Manager. Specifically, I demand the following information:

  1. The names of all Provincial Executive (PE) members and how each one voted on these raises.
  2. Any and all documentation related to these pay increases, including meeting minutes, motions, and rationales provided.


Additionally, I require full disclosure of any votes that approved a raise for Betty Valenzuela, Financial Secretary. This must include:


  1. The exact percentage or dollar amount of the raise granted.
  2. The names of all PE members and how each one voted on this increase.


This information must be provided in full and without redaction. These decisions directly impact HEU members, and there is no justifiable reason for withholding details on how executive leadership has chosen to allocate member-funded resources.I expect a prompt and complete response to this request.

Any attempt to withhold or obscure this information will only reinforce concerns about the lack of transparency and accountability within HEU leadership.Please confirm receipt of this request and provide a timeline for when this information will be delivered.

Request for Full Breakdown of HEU Budget Allocations and Spending

I strongly encourage all members to bring forward a motion at your next local meeting to formally request detailed information from the Provincial Executive  requesting a full breakdown of HEU Budget allocations and spending. I also encourage all members to submit the same request as members. Attached is word document where you can put your name send an email. Subject: Urgent Request for Full Breakdown of HEU Budget Allocations

Dear HEU Provincial Executive,

I am formally requesting a detailed clarification and breakdown of the budget sent to all locals on February 25, 2025. The document provided lacks transparency and fails to meet the standards of accountability and financial disclosure required under the HEU Constitution and Bylaws.In accordance with the principles of financial accountability to our membership, I demand a comprehensive breakdown of the following:

  1. Date Range: What specific fiscal period do these budget figures reflect?
  2. Expenditure Breakdown: Provide an itemized breakdown of all expenditures listed in the budget.
  3. PE Leadership/Equity Fund: What specific initiatives or expenses does this $235,000 cover? Who were the recipients of these funds, and for what purposes?
  4. Salaries and Compensation: What total salaries and compensation were paid out to the Provincial President, Financial Secretary, and Secretary-Business Manager? Include all wages, bonuses, stipends, and any additional allowances.
  5. Political Action Funding: The budget does not specify any allocations for political action. Where are these expenditures recorded? How much of the union’s resources were used for political lobbying, donations, or campaign contributions?
  6. Ethics Commissioner ($300,000):What does this large expenditure cover, and what date range does this amount apply to? Was the $300,000 paid as a salary to the Ethics Commissioner, her company, or her former law firm?

This budget lacks transparency, and members have a right to full disclosure on how their dues are being spent. A generic, vague financial report is unacceptable and does not meet the constitutional obligation to keep members informed.I expect a detailed, itemized financial report that fully accounts for all expenditures, along with supporting documentation, within seven (7) calendar days.

Failure to provide this information will further erode trust in HEU’s financial governance and may require escalation to the appropriate oversight bodies.I look forward to your prompt response.
